FOSS = Field Operations Support System
It's the computer database system they use for inland information. CAIPS was "Computer Assisted Immigration Processing System" and was used for outland immigration handling. GCMS = "Global Case Management System" and is the replacement system. According to OB 471 they are rolling out GCMS 4.0 in fact (and this ties into the new medical forms and processing rules).
You can ask them for information and contents of governmental records and they may choose to provide you with that information, subject to redaction of sensitive information.
For immigration, generally you want them to tell you what's in your file.
