Guys, can the passport be surrendered without having the Canadian passport? I do have the citizenship e-certificate.

Worked in Vancouver in the past. Call and check with BLS if they will accept it.
I don't know if all BLS locations have common practice, but my wife and I got photos taken at BLS Mississauga and I paid $100 for each of us for photos and courier.

I am planning on mailing my application. I am confused about the Purolator fees.
I cannot seem to find how much is it anywhere and do I need to send a separate draft for it, or can I pay it online?

I went directly to the Purolator office with all my documents and paid for a 2 way express postal service, they will provide the envelope to send and you provide from and to address to them and its all done.
One thing I realized in this process is BLS are extremely money minded people trying to loot us. Everytime you call an agent for an query they convince you to get the purolator service from them and while I checked how much they charge they mentioned it was $120 and guess what while I sent my surrender directly with Purolator it was only $73, they also gave a 40% coupon for future purchases ( Valid till Dec) so to send my OCI I paid only $58.

All the postal application for Toronto Jurisdiction goes to BLS Brampton. So I submitted mine there.
Just make sure they process your application. It's not that people don't know this method, just that BLS tend to ignore such packages and sit on it for eternity.
I understand that the process could be quite frustrating, but make sure every photocopy is self attested. Have the checklist and check mark every document you have to submit, make sure you've signed on the required places, try photocopying in portrait format etc and it should all be fine.
Absolute scammers. I called yesterday to the call center and ask for payment link for postal just to compare pricing with my local Purolator. They sent payment for one way 61.8.
I thought overnight and begrudgingly said to myself, didn't want the hassle to do it myself and called to see if the link was still valid and ok to make payment, CS told that link expired, i will send new link. On hold for a few mins, and voila, now the one way charge is 71.07. I asked the reasoning and they go, " we don't set the prices, the system itself will make the price".
The absolute nerve of them to be so openly corrupt. Crazy.
