I think if they plan to give higher number of points to international students and to those have connections like siblings etc. They should scrap out FSW category from their immigration policy. Because if they give 100 points for canadian education and 100 points additional for french then there will be no chance for FSW candidates. So I think better to scrap it out totally. Or make FSW, FST a seperate stream and have their seperate draws and CEC a seperate stream. Like 1000 ITAs will be given from FST,FSW and 1000 from CEC. Otherwise FSW stream will remain for formality only.

I think the bonus points distribution should be like

They give 120 points for bachelors without spouse (foreign country)
So with it 10 bonus points if it was in canada. So make it 130 total if its a canadian bachelors.

And 15 for masters. And if both bachelors and masters are in canada then maximum 20 points.

So there should be maximum 30 bonus points.

10 for canadian bachelors (if only bachelors) have been done.
15 for canadian masters (if only masters) have been done.
20 if both bachelors and masters have been done from canada.
20 if only PHD have been done.
25 max if bachelors masters and PHD all done from canada.
And additional 5 points for siblings in canada.

Great ! I don't understand how are FSW applicants competing with CEC applicants overall . Such a blind program EE is !
FSW: in some countries you can literally buy a fake work experience and show fake POF and get through EE with better points
CEC : nothing written in the above sentence can be done in canada.
What a shame on EE, I am just waiting like any other international student for th reforms so desperate !

There's no need to separate CEC and FSW and the view that not all international students are hardworking and not deserve PR is irrelevant.

It has been clearly mentioned on Refocusing Express Entry slide that bonus points will be awarded for Canadian education. Obviously you need to get your Canadian qualification, inferring you are hardworking in order to be awarded bonus points and thus PR.

Further getting Canadian education and French does not mean it concerns CEC. Those FSW can have French and those with only Canadian education but foreign work experience will be eligible under FSW straightaway after graduation.

So this means that some who have Canadian education will be eligible under CEC and others under only FSW; the same applies for French. Canadian education does not automatically mean CEC!

You can get max. 50 points for transferability when you have 3+ years of work experience and CBL 9 in all section in your first language.
You get the same 50 points for 2+ canadian work Experience and your CBL has to be just 7 (the admission level to EE).

Same thing of language requirement happens when comparin foreign and canadian education.
On the top, you do not need ECA report for your canadian Diploma (no need to wait to get that).

You get no other additional points for work experience from abroad.
You get app 20 points per year of canadian work experience on the top of all that (max. 80 points).

Lot of non native speakers has to take 3, 4 or more IELTS in order to get the magical CBL 9 +

I think, that French speaker already got their support in the Mobilite Francophone (where you do not need LMIA for job offer for temporary stay in Canada if you are French fluent).
With this they can go study, hit a job with work permit after studies, then renew it with Mobilite Francophone and later get enough points to walk through the system.

Still with this program for Francophone, it is unlikely they will meet their target; normally employers prefer to employ Canadian/PR for high skilled NOC A and also in other NOC, mainly government related jobs which require French. Most of the jobs, even though they are desperately in need of a Francophone, a temporary resident is not eligible.

That's why they said they will do more and decided to give bonus points for French under Express Entry.

I believe those with French and siblings will likely get picked up.

Here is the catch. In Mobility Francophone, the job offer itself does not need to have French mentioned at all. But the applicant when asking for visa, will fill in specific field, where he or she will claim Mobilite Francophone (here I guess, that most likely he or she has to have TEF Canada on hand as proof).
If all goes well and there is normal officer checking the visa claim, he or she is LMIA extempt (of course only for temporary visa purposes and this cannot be used for 600 job offer points). The top of the cream is, that such application has no age limit (unlike for other temporary streams).

Count that as possibility and you see how you can cash it into ponts from experience if you see it.

Canadian Immigration department will try to bring more international students, francophone and siblings, but proportionately. They cant allow one particular stream taking others chance. Like giving 100 points to international students may mean shutting the door to all other guys because the international students may be in thousands within the range of 400 to 475. And similarly for siblings and francophone, they will check the number of candidates before allotting them the points. I feel the siblings and francophones are very less in number, hence more points to them. Particularly, the siblings have been promised additional points at the time of election, which obviously meant 600 points as per the express entry CRS calculator. As soon as the mandate was declared for allotting additional points to siblings on official documents of Canada govt. website, the international students also started demanding more points on express entry, which was acknowledged by many groups. That more points got changed to additional points. Additional points means 600 points, bonus points may be anything like 50, 100, 200, 300. So, we should wait for the best for every stream.

Hey guys you all are referring to Canadian PHD and Bachelors but you are not considering that vast majority of students are in Colleges and done 2 or 3 year diploma. I dont think they shall be left out from any changes as they have also spend almost same amount of money in 3 year diploma programs.
