Your interpretation of the guidelines is correct, in my opinion! Only dependents not working or studying require a TRV. If you apply for work permit, you will eventually be issued a TRV along with the work permit anyways, so no need for a separate TRV application. However, if not working or studying, you have to apply for a TRV specifically. In essence, TRV application is required for accompanying children who are not yet of school age.

Hi - if a minor child (2y/o) is on TRV, does this mean they can only stay for 6 months? And they won't be eligible to any govt/medical benefits while in TRV?

my employer dont need me anymore. I did my biometrics, Jan 13 applicant.
what should i do? they said they will notify IRCC, but i don't know how they would do that? did any one else experience the same?

I don't know what to tell you, is it possible during these stages? Can you check what it says in the offer of employment

Find another employer and submit a new offer of employment to IRCC
 
I’m preparing a job offer for a child care provider (Outside of Canada). She is a distant relative. I have a few questions:

— Does it make any difference if she stays at employer residence or not?
— Would Visa officer have any issues if I offer only minimum wage (16-17$)?

- Thumb rule, never offer minimum wage, Check the average wage of HCCP or HSWP in your province and offer that.
 
Application submitted last March 26, 2021 under HCCP, I received already my AOR and done bio last April 14, 2022 , after that nothing follows.

I am Nov 2019 Applicant under HCCP dependent applicant.

i got PCC and Medical request in 2022 April.
Got passed medical in same month.
After april i have not received any update.

-- I have private room available for the caregiver along with a washroom in basement which would be enough for her. But that would certainly not be enough for her kids and husband. That's why I'm confused about live-in/out options.
