Difference between GCMS notes from IRCC and CBSA
GCMS (Global Case Management System) notes can be generated by both IRCC (Immigration, Refugees and Citizenship Canada) and CBSA (Canada Border Services Agency) for different purposes, and the information contained in the notes can differ depending on the agency that generated them.
GCMS notes generated by IRCC are primarily focused on an individual’s immigration applications and status, and contain information related to biographic and biometric information, immigration history, and previous applications. IRCC GCMS notes may also include information on security and criminal background checks, medical examinations, and other relevant information related to an individual’s immigration status in Canada.
On the other hand, GCMS notes generated by CBSA are typically related to border security and enforcement, and contain information related to an individual’s border crossings, admissibility to Canada, and interactions with CBSA officers at the border. CBSA GCMS notes may also include information related to security, criminal investigations, and other enforcement actions taken by CBSA.
While both IRCC and CBSA use the same system (GCMS) to manage and maintain electronic records of an individual’s immigration and border security history, the type of information contained in the GCMS notes can differ based on the mandate and responsibilities of the respective agencies.
Depends on your case. If it's based on hardship or discrimination in home country, the visit could significantly weak your application.
Generally: There is no direct prohibition. if you hold a visa to come back, nobody tell you a word. Buy two separate tickets: Canada-3rd country-Canada,

I have a query,I would really appreciate it if someone can answer this for me:
I have applied for Permanent residency based on H and C grounds,the application is still(no AIP yet)in process,but now I have developed cataract on my left eye and dont see very well and developed other health issues,I am planning to travel to india(not my county of origin) for a catarect surgery and other treatments ,I will apply for canadian visitor visa before travelling to india so that I dont have any problem with cbsa/reentering canada,my question is can cbsa officer cause any problem for me to reenter canada even tough i have a valid visitor visa and I have a PR application in process/can it impact my h and c application if i travel to india/a different country for cataracts surgery/treatments?whats the treatment option for undocumented immigrants here in canada?

The TRV is very unlikely to be approved with a pending H&C application, especially if you are out of status. But you can by all means try.
If you do obtain an approved TRV, whether you are allowed back into Canada is always up to CBSA.

You aren't applying for permanent residence if you don't have AIP yet. You're applying for a waiver for the statutory requirement that permanent residence be applied for outside of Canada. Stage one is the waiver part, AIP is stage two and that's the PR part.
So, Border Officers: a visa gets you in front of one. After that you're under examination prior to being either granted entry or sent home on the next flight. The TRV - that's what gets a person in front of an officer who may detain that person and then send them home.
Treatment options in Canada? You pay.
