1. Except that is probably not going to work when the Electronic Travel Authorization comes into effect. As most visa exempt citizens intending to visit Canada will be required to get an ETA prior to flying, the system would probably show that the person applying for the ETA is a PR and doesn't require one, so would refuse the ETA. I think that the employees at the airport know the list of visa waived countries and the let the people in if the passport is real.
In my case I am allowed to stay in Canada for 6 months per visit so that is enough for them to board on the plane.
