I understand the frustration; I also had the similar experience from the Chilean embassy in Delhi. I travelled from South India after booking appointment and stayed for couple of days in Delhi; They accepted my request but dint give me the PCC as they were busy(Thats what they say).
Atlast they asked me to get in touch with an agent, and I had appointed the agent to get the PCC on behalf of me. But after returning to my native I kept inquiring through phone calls but the embassy kept saying call after couple of days. And after nearly 4 weeks they stopped picking my call (may be they are irritated
). I tried with diff numbers, as soon as they realize my voice they hung up the phone; so I thought of keeping quiet and contacted thru the agent alone.
I parallely tried of getting the doc directly from Chile(but they want me to be there in person); I also Inquired in the Chilean embassy in US/UAE(as I had freinds who can help me). Those embassies replied quick saying I can get only from Delhi.
Later the embassy responded to the Agent asking me to send new e-mail (May be they want to show there is no delay in processing from their side)
At-last couple of days back I received the electronic copy. Still waiting for the legalized version from the embassy (which i don't think is really reqd, as Chile allows u to generate PCC online)
In your case I cud see there is a Polish consulate is in Nepal itself; Try out ur option there. And try contacting the embassy thru some agent.
And dont show ur frustration to the embassy becoz, if they want they can keep on delaying the issuance of ur PCC; and u dont have an option other than waiting... And pray to the Almighty !!!

I am really having great problem at the end of the process.
I am a Nepali citizen studied at University of Warsaw, Poland from 2010-2012. My files are also transferred to Warsaw Visa Office. I received my medicals on 7th May 2015. TOgether with medicals, I was asked to submit Police Clearance Certificate from Poland, RPRF and copies of my Nepali Passport.
During May 12th 2015, I visited the consular office of the Embassy of Republic of Poland in New Delhi to prepare PPP. Paid necessary fees and submitted all the required documents. I was worried first as they informed me that they will only issue Polish Language Version, which I kindly reported to CIC as well. CIC, with great compassion immediately responded me that they will accept Polish language version given my situation. They also extended one month to the June 7 deadline of document submission. I returned to my home back in Nepal happily as I was informed by the officials that they will issue an electronic version of the document within three working days.
After 12 days, my patience did not last longer as I could not get any response from the consulate and the deadline to submit the document was approaching. So, I wrote an email to the Polish consulate stating my emergency condition. Unfortunately, I did not get any response. I made hundreds of attempts to reach the officials through the telephone, only one phone call was received but went in vain. My condition turned into the height of disappointment when an official informed me that my application has not entered into ‘their system'. I am now completely feeling helpless.
I dont know why these Polish Embassy officials are turning this much undemocratic and rude. Its each and every government's responsibility to issue PCC document on behalf of their citizen and foreigners who lived in their country for the time being. Moreover they have already charged the fee (4700INR) and had promised to issue that soon and now do not even respond to my email and telephone calls. When received, responsively informing me that my case is not in their system. In this condition what would be your suggestion? I am in great frustration.
