Australia used to give these caregiver visas in the old days (might be there still) and it was to allow nannies from the parents' countries. e.g. you are Italian, you can bring an Italian nanny to come and babysit, stay with you bring up your child inculcated with your culture, language, etc., and give a nominal pay as you already give food and accommodation. However, in Australia, the activities are strictly monitored and they ensure the applicant speaks good English to survive locally, the state has inspectors randomly visiting them to ensure they are treated well by the employers or that the applicants are not abusing the visa and doing something different e.g. prostitution, etc,, Even there I have heard it is abused by small business owners who make such employees work in their businesses e.g. restaurants. The employers have to inform the government when the nanny leaves Australia etc...some of these government services are unknown in Canada.
