Those posts are scary to read, I have heard that IRCC is quite lenient with these personal situations with giving Open WP not sure about PR, I had met a handful of middle-aged IT workers who came to Canada on a closed WP with system integrators When the employer asked them to relocate back to India either when the gig ended or if a customer suddenly terminated contracts, etc... Sometimes the reason is a poor performance from the employee like being not able to perform in Canada - communication, soft skills, etc. and the employer had no other role in Canada for them, etc. These individuals got their open WP by writing to IRCC that the employer unjustly terminated contacts and they and their family are suffering and can't go back etc.. then later the same folks gained more points and applied for PR, the COVID period / low CRS scores were a golden time for them to easily get PRI don't want to assume, but he could be building a case for asylum too. Those LMIA sold to international students are a different category, enabled by resourcing firms or job agents or often by owners of the diploma mills themselves or their family/friends whatever, most of them have a presence and run payrolls, etc. They don't reach out to random ppl they have a captive pool of potential victims.
These are not present on internet. Mostly it is available in venues that help people to emigrate. Like travel agents or IELTS coaching classes. They go and ask if they can settle in Canada and what they have to pay. The agents match them to some business or something.
