Canadian immigration minister to make an announcement on modernizing immigration system

Canada’s immigration minister, Sean Fraser, is expected to announce improvements to the immigration system that will address processing and client experience.

A teleconference is scheduled January 31 at 10 a.m. Eastern Time. The announcement will be about “improving and modernizing the immigration system.”

...
My guess ahead of time:
  • $430 million being dedicated to upgrading/ modernizing the GCMS system and IT infrastructure
  • X millions of dollars being spent on hiring and training more IRCC staff to help bring down processing times. Specifically for the OSC Ottawa and the CIO Sydney
  • More details on the Resettlement Assistance Program - $21 million towards 9 chapters of the program
  • $14 million investment to enhance case management services for vulnerable migrant newcomers (refugees)

It's not exaggerated. LMIAs are difficult to get even as a skilled worker, it's a high bar to meet to show that no local can be hired for the job you're applying for, and it's an expensive and long process for the employer as well. PNPs are hit and miss, it's not a one size fits all option, the province needs to have a relevant stream for your occupation and profile.

It's easy for you to tell others they can just go back and apply later, but imagine if you had been living for years in a country, you're well settled and then you have to drop everything and leave to go back somewhere you may not want to live. It's easier said than done.
I wanted to share two recent experiences with Canadian employers. My field has limited professionals, so getting a job is fairly easy in my field. Found an opening in Canada. Connected with the hiring manager on LinkedIn. No response for 6 months. Out of blue, he came back and asked if I would be interested in the role. I said yes and had three interview rounds. I knew from the process that I am the only candidate they are hiring. After 1 month, they said they are moving with another Candidate and I knew it was a lie, but said thanks for the opportunity. 3 weeks ago, I had a chance to connect with someone who was on the interview panel and learned that he moved to a different company. I DM'ed him and exchanged my number. Last week, I spoke to him in general. Then, I asked what really happened. Since he moved to a new employer, he told me what exactly happened with my hiring. The hiring committee wanted to hire me. They have been looking for a candidate since Nov 2020 and I interviewed for this role in July 2021. However, HR shot the idea of the work permit process. They asked the team to find a local talent as HR suggested getting an outland applicant now is very difficult. Guess what? It's been 7 months and they have not found anyone. This guy told me local talent is shit in Canada and they aren't gonna find anyone. He said getting skilled talents is a herculean task in Canada now. While going through this, I found another job and got the offer. It's a decent one. Very less than what I make in the US which I was okay with. But, as I wait for my PR, my only option is to work remotely and the company needs me to be in person before the end of this financial year. Unfortunately to work remotely, I will have to quit my US job and work from India. I wrote to the new employer to find someone. Coz I don't trust IRCC to issue my PR in the near future. Based on my experience and speaking with similar "High" skilled professionals, I am telling you guys, once you have that fkin PR and if you have a little bit of confidence in you, getting a job is not tough in Canada. Never listen to the bastards who say, doctors, engineers are driving Cab in Canada. They are folks from 3rd rated schools from their 3rd world countries who studied just for the sake of getting a degree. While waiting for the PR, please spend time learning new skills and moreover never lose trust in yourself. I cannot stress enough the value of updating your skills. Never lose hope in you. Never!!!! Happy Monday.

Sean Fraser teleconference. Updating in real time.
  • Mentioned that processing delays and long response times ae a result of the pandemic, and not by design
  • Mentioned that they are aware that many overseas PR applicants have been waiting, lives on hold, and in limbo
  • Expect to see work permit processing times reduce back to regular service standard time in the next few months
  • Expect to see student permit processing reduce back to regular service standard time by the end of the year
  • Looking to reduce processing times for Visitor Visa applicants
  • Looking to expedite proof of citizenship processing for those waiting (have submitted documents, etc)
  • Looking to eliminate backlog inventory for PR card renewals
  • Expanded the use of advanced data analytics for visitor visas (didn't mention Chinook by name). Stressed that an IRCC officer always makes the final decision
  • Looking to process 147,000 PR applications in the first quarter of the year
  • Expanding the digital online PR portal to accept applications from more lines of business
  • PR Case Tracker for Spousal applicants, launching in February of 2022
  • Spoke about PR confirmation portal for inland applicants, and how it has eliminated the need for any sort of in person contact when getting COPR and subsequently, PR cards
  • 60,000 applicants in Canada waiting to complete oath of Citizenship. Something about a new digital solution for this (i missed this bit)
  • Mentioned that IRCC website processing times have been wrong for a while. Looking to update that and make them more accurate

January is over and they finalized like 100 outland applications for express entry, maybe 200 more for the next two months? Very promising.

They were talking about TR2PR and CECs. Outlanders get the stick.

"Looking to process 147,000 PR applications in the first quarter of the year" -

This should clear backlog isn't it? Considering there is 60 days to file for new PR application, and new load will come in April. So I think chances for draw in FEB in high.
