@Psyoptica got ADR from London VO in May I think with all stages passed but PPR didn't happen and I think this is the reason. Suddenly IRCC started approving 45k applications per month, pretty sure all LVO's were also working on them as the memo says. The memo also says LVO's were retrained to work on CEC applications.
Interesting; even though I hardly saw any 2021 CEC files processed from an outland VO this year. Maybe the CEC-outland ones though, I didn’t particularly take note of the VOs issuing them eCOPRs

My guess about local VOs all this while is apparently true. They were instructed not to process outland applications till travel restrictions were eased. Unfortunately even when the borders were opened they couldn’t resume because IRCC had to allocate all its resources to meeting targets by focusing only on inland applicants

That’s been the logical train of thought based on the factors we knew all this time. Btw thanks for posting the memo here, much appreciated

Within your file, there are several support VOs, not just primary and secondary. Probably the Outland VOs used their resources on CEC as support, analyzing CEC cases for the inland VOs.

IRCC also said that In early 2022, if borders are open or the Order-in-Council travel restrictions are amended, the focus of final decisions could shift back to Federal Skilled Workers (FSWs). Due to travel restrictions, there is currently an inventory of over 58,000 FSW applicants who are unable to enter Canada to be admitted at this time. Only 2,000 more FSW final decisions are planned for the rest of the year
I sure hope that early 2022 is the PPR rain we've all been waiting for, I already got a signed job offer in Vancouver. I only hope that the company can wait for the PR, otherwise Plan B is to get a work permit.

Hahahaa they have to scrape the bottom of the barrel to get decent candidates in CEC. They're actually trying to choose between CLB7 and 1 yr of tech work exp, when there are tens of thousands of CLB10s with 3 years work exp in the pool. I have to say it, CECs really are pathetic lmfao

I do doubt the legitimacy of the memo though. Seems too in line with the general consensus on this forum, and that can never be a good thing.
