Most likely, it will, but that's a different story. I was referring to the deadline, not to the time by which they start processing again.

Diplo was talking about what happened last year.
They stopped sending PPRs since October and they didn't resume sending except on the 3rd week of Jan:)
 
I want to remind you that they almost stopped sending PPR to FSW-2014 applicants in CPC Since July with a few exceptions. The only things that comes to my mind is that they decided strategically to stop sending PPR to FSW-2014 applicants in favor of EE applicants. The similar scenario was applied for CEC applicants till that article came to the media and they had to start processing them as well.

I was a big fan that this theory is wrong until i read today that someone's lawyer told him that they stopped processing our apps because they might have reached their quota for 2015.

they might have a specific number of visas allocated for each category.

Of course there is quota which we like it or not.

But some years ago there was no intake limits hence they should have had cap on issuing visas based on limited numbers. Now in the last 5 or 7+ years all the streams (including federal and pnp and others) have defined numbers not sure if it actually matches up to 250k.
If one has nomination/allocation of file number then he/she is in the quota as far as i see but dont know if thats really true. Dont know why some visa offices issue PPR easily and some dont during year end. May be there is some internal priority among application categories itself and some internal quota split among visa office - all speculation.

I was checking last year's posts in the PhD stream forum of this website (canadavisa) and I noticed that last year starting from January 6th people started getting PPRs. And then PPR requests continued in January 8, 9,... . So I don't know where the theory of "end of January" came from because apparently, last year people received PPRs starting from early January.
 
I also noticed that on December 23, 2015, they have updated processing times for Federal Skilled Worker category to 13 months. Here is the link:

they don't specify to which visa office like before. maybe because they want to finish up everything in the next couple months. and it doesn't state that 13 months since a visa office has received an application, rather than cic. SO WE STILL HAVE ONE MORE MONTH TO GO!

the only down side is that it states that for cec they need 16 months now and some people have already passed the timeline without an update.

we all know they have a quota and we all applied within the quota. some apps were rejected because quotas have been reached. they weren't prepared enough to process all these apps. by prepared i mean, didn't have enough visas.

on a side note, most of things in canada are like that, it is slower than usa. people here are generally lazy.
 
Interestingly, I also noticed something in their case specific enquiry page (https://secure.cic.gc.ca/enquiries-renseignements/canada-case-cas-eng.aspx). When you want to issue a case specific enquiry, you should choose the type of your application from a drop-down box. This menu has almost every thing except "In- Canada Permanent Residence: Federal Skilled Worker Class". So, technically, they have made it impossible for us to issue a case specific enquiry.

Same issue for for raising cse for "In Canada - PNP". But we (May 2015 PNP inland zone applicants) all received communication from Sydney,NS yesterday to send our new passport copies (if any), PCCs and RPRF through CSE and this mail is sent for all Sydney,NS based applicants. I think that the site is still evolving and not really planned for many things hence confusion. So please dont hesitate to raise CSE for updating important information on your file or raising queries if its really necessary.
