we all know they have a quota and we all applied within the quota. some apps were rejected because quotas have been reached. they weren't prepared enough to process all these apps. by prepared i mean, didn't have enough visas.
on a side note, most of things in canada are like that, it is slower than usa. people here are generally lazy.

We (the ones hanging around without a PPR so far are NOT within the quota hence we have to wait longer, especially the last sentence) Please read this for better understanding
Processing times will vary based on:
Type of application submitted;
Volume of applications received;
How easily we can verify information;
How well and how quickly you respond to any requests or concerns;
Whether the application is complete.
Many more people want to immigrate to Canada than the Government of Canada can bring in each year under our annual immigration plan. Applications received after the maximum has been met may have to wait longer to be processed.
It says applications received AFTER THE MAXIMUM may take longer to process, it means that the quota for 2015 has been met, and we all are awaiting the quota for 2016. This is from the CIC website, the new format for checking processing times which was updated on 23rd December 2015.
