second I suggest you contact RCMP and make sure you clarify that indeed there is nothing on your record then get a copy of your police record for yourself and submit it to them via email asking for them to further explain what they mean by the positive identification if your record is clear, it might have been a mistake on their side . Second of all if you think it's your immigration status. Simply write a letter explaining your status in canada and provide a proof that you have submitted an application and it's currently in process.

The implied status is not an issue since you have already applied and it is easy to prove that you have applied by submitting any confirmation CIC gave you.

what is making me so nervous is that I don't know what is in the RCMP certificate .. I will do a new one and ask them to be delivered to me so that I can see what is in it.
When I did it the first time, I asked if I can get a copy of the certificate to myself and the officer said no, and it's better to be delivered to CIC directly rather than sending it to me then I send it to CIC... so I will go tomorrow to do a new one...
What is frustrating also ,, if it is the overstaying in Canada ,, then who is responsible for correcting this in my records as I'm staying legally under the implied status so that it doesn't make me problems in the future ...

+ When can one apply for a PR card ? After landing OR after getting Immigrant Visa ?

+ Does one have to be physically present in Canada to apply for a PR card ?
I was thinking to apply for a PR card after landing with the mailing address of a relative in Canada and come back to USA & move to Canada later after some time. Do you see any issues with this ?

+ I know one has to stay atleast 2 out of 5 years in Canada to maintain PR. When does the clock start on PR status - after landing or after Visa ?

I have no idea what was in the certificate because it was sent directly to them, and I haven't seen it.
I'm 100% sure that I have no criminal offenses, the only thing I can think about is that it can be because I'm staying in Canada while my work permit expired but I'm on implied status because I have another work permit extension application in process. I don't if this is why I have positive RCMP or not because I believe that the check was conducted before the expiry date of my current work permit.

It is very serious and I don't know what to do or how to know what was in the certificate to provide explanation to it.

Please help me

Can you share your timeline with us? How long after your medical did they ask for RCMP (the Canadian police certificate)?

Overstaying in Canada will not be handled by the RCMP. I believe it is something the CBSA enforces, CIC will first raise the issue then CBSA will enforce it. Since you have an implied status and your application is under process you will be okay. Just do as you said and obtain a new RCMP certificate then if all is clear write a full letter to CIC asking for more clarification and attach a copy of that certificate for reference.

I got the SLU yesterday after 130 days and another friend with similar timeline got the MR directly last Tuesday ..it's crazy to be waiting .. but let's see how things unfold for us .!!

Nope. Still just at SLU. The Dr submitted the ME and my wife's PCC was received in Ottawa on July 2. RPRF was paid already too so now I'm just waiting.

I went today to RCMP themselves and explained the whole situation, they were helpful and checked everything on their system but they found nothing and they contacted CBSA who confirmed that our status in Canada is legal and there is nothing wrong and they don't know why this happened !!!!
The officer at RCMP advised me to write to CIC to ask them what do they need explanation for, or get a new RCMP certificate just to see what is in it... they don't have copy of the certificate in their system, but they assured me that their search showed nothing.
I went to the Canadian commissionaires after that to apply for a new certificate and I showed everything to the officer there and he found it very confusing as what happened doesn't make sense, he even asked me to get back to him when I figure it out as he is curious to know what is going on....
I will have to wait now until I get the new certificate to be able to write a proper explanation to CIC...

Thank you for following up with me and hopefully it will turn out to be a mistake from their side.

My timeline:
App received : Sep 5th
PER : Dec 22nd
MR and RPRF : Feb 19th
Medical done first time on Feb 26th, then panel physician asked for 2nd xray.
Police certificates from all the countries they wanted have been submitted by April 15th
After medical submission, I received a letter from CIC asking for further tests.
Panel physician referred me to specialist who did skin test and referred me to CT scan.
It was finally done after indicating latent TB and following the treatment.
Third line update on May 29th
Email request for RCMP certificate on June 23rd
The last email I got, is the request for explanation for the positive identification on the RMCP certificate on July 15th.

Still going in circles with CIC ...
