1) Should he download the latest version of the form from the site and fill it or he needs to send the same version that he used while submitting it first time.
2) Is sending the form electronically through CAS link is enough or he is also required to post the hard copy as well.
3) In case sending it electronically through CAS link is enough, what to do about fields that can't be filled electronically like signature.

1. Send the latest forms if available.
2. Send the hard copy as well to be safe.
3. Send the scanned image including signatures.

Is it possible you sent some original documents they don't need originals for, like birth certificate or university degree? Maybe they'd return those to you by post.

VO has the right to check eligibility again !!! But generally 99.99% times, there is no change in decision unless CIC has done some glaring mistake..

For example Teacher of English by profession has been asked by VO to give reasons for low IELTS score, though he passed point wise
And VI was sceptical that with this amount of englisg knowledge the applicant wont be able to get economically

Discretion of the Visa Officer

I. Positive Discretion

The visa officer can use his/her discretionary power to approve an application under the “Substitute Evaluation” provisions of the new regulations if the visa officer feels that the applicant is likely to become economically established in Canada or the applicant's point total is not a sufficient indicator of whether or not the applicant may become economically established in Canada.

II. Negative Discretion

Similarly, the new regulations also make it possible for the visa officer to refuse an application regardless of the applicant's point total where the visa officer is of the opinion that the applicant does not have the ability to economically establish himself/herself in Canada.

I gave up my marketing 1123 noc career and switch to teaching business in a high school as business teacher. Reason being I became mother and it was difficult to manage things with full time job. I hav revealed change of my career at the time of filing.. will this change of career in any way establish that I will not be economically bad for canadian economy as I didnt pursue career in 1123 noc I applied for.
