PER is issued by CIO so, Local VO won't reissue.
When the file is received at VO, they will still do a sanity check to attest CIO's initial screening.
Cases are rate the VO feels else ways but lets not strike it out completely.

your PER is final from CIC

But VO checks whether after passing points also you can get economically established in CAnada or not

For example Teacher of English by profession has been asked by VO to give reasons for low IELTS score, though he passed point wise
And VI was sceptical that with this amount of englisg knowledge the applicant wont be able to get economically
established in Canada

Discretion of the Visa Officer

I. Positive Discretion

The visa officer can use his/her discretionary power to approve an application under the “Substitute Evaluation” provisions of the new regulations if the visa officer feels that the applicant is likely to become economically established in Canada or the applicant's point total is not a sufficient indicator of whether or not the applicant may become economically established in Canada.

II. Negative Discretion

Similarly, the new regulations also make it possible for the visa officer to refuse an application regardless of the applicant's point total where the visa officer is of the opinion that the applicant does not have the ability to economically establish himself/herself in Canada.

Friend, procedural fairness letter is usually the norm where applicant is give opportunity to clarify his stance.
DM before that, in my opinion could be because of the VO not awarding the minimum 67 points.
Off late we have seen many cases where CIO or VO have goofed up on this front and later corrected themselves.
You just be prepped with you paperwork.

Dear PRsep, very sorry to hear that but I also think in same way.
After getting 2nd line, if no communication from VO and got to know about DM before MR is mostly reason that VO not giving you minimum 67 points.

If any verification failure happens, VO always give second chance to prove before making decision..

Be prepare with your documents showing your eligibility 67 points for the same.

Very difficult time but good luck and may Waheguru do some miracle for you.

Hi to all n congrats for all who received PR for those who are under process sure gonna make itsoon.....
is there a possibility that I have applied under noc 30 12 and since cap fill as I mentioned in my application 2nd option is 3011 and it's one of the cold noc
and the institution I work issued me the experience certificate as jobs of noc 3011
when cic reviews the application will they consider my second option
feeleen low since heard that October application s have returned back due to cap fill

M happy to announce my PPR on the auspicious day of HOLI.....................!!!!!!!!!!!!!! I am so glad to receive the mail today morning though ECAS is still not updated......

Below is my timeline:

Application Reached: 14th May
PER: 2nd September
Medical req: 15th October
Meds done: 3rd Nov
Medical results received: 24th Nov
PPR: 4th March

Hi every1,

I am waiting for MR with no second line updated yet, my timeline is on left...I am sensing a big issue here...please seniors advise...

I have submitted bank certification letter along with my application for more than the required amount...but after some time i used those funds and till now not maintained my bank statement...Now i am afraid that visa office may ask in future for 6 months statement which i dont have...

Please give me some serious and strong advise seniors what I can do to solve this issue...?

If you don't have 6 months of statements you can get them from your bank.
