First of all, i have also applied to QSW and now applying to FSW. As per my research there wont be any problem. so rest assured.

When you look at the 2nd official language part for IELTS in English,they never refer to TEF scores as 2nd official language,they only referred to IELTS band marks as qualification for 2nd language......same thing apply to TEF in french too.
Like I love to say,CIC are confusionist themselves since they were silent on the true interpretation of official language.
Ages long......my candid advice to applicants is to never depend on this additional 4 points from 2nd official language to make 67 points because nobody is sure of the interpretation.

Uh-oh, I think you got confused because of two different tables under each language.

See, they have provided two tables because you can claim either language as your first, & in that case the other language will automatically become your second language.

Suppose, you claim English as your first language, then French will be your second language (if you are claiming points for it). So, for English lanugae the first table (CLB 7/8/9) will be applicable & for French second table (NCLC 5) will be applicable.

On the other hand if French is your first language then you can get points (out of 24) based on the first table under French language, i.e. NCLC 7/8/9, & for English CLB 5.

If English is your primary language then French will be secondary. Then you need to take IELTS/ CELPIP and score CLB 9 or higher and TEF and score NCLC 5 and more to claim maximum 28 point.

The scores been referred to in this link specifically refers to the same scores of the 1st language and negate your explanation above.
English and French as two main official languages on CIC website is different from the scores of the 2nd offical language been referred to....I expect them to directly refer to TEF test scores on this link for IELTS but it was not.
Like I said earlier...no applicant should depend on this additional 4 points for eligibility so as not to be disappointed.

Inform your local visa office for your new passport, once your file is transferred to your local visa office. We are on the same boat. Me & my wife are going to reissue our passport as older passport carries name before marriage for my spouse and for me no spouse detail in passport.

Hence we are also going to inform local VO, once my file is transferred there.

actually this is also my understanding at first. because the part where cic says "4 points if you meet the minimum threshold in all four language abilities"

but on the link you provided, it is already clear that the 4 points is for the 2nd language

That depends on local visa office.
in india based on May you may get visa between January - February 2015. it takes 8 to 9 months for New Delhi VO.
 
Want to share one personal experience..

I was chasing my previous employer (L&T Ltd., India) to issue the reference letter since 2-Jun. I provided all justifications and also a draft copy for ready reference.. but HR person was not issuing the letter and stopped taking up my calls also. Then i approached HR head for his support on this matter. He too did not do anything for 2 weeks.

Then i wrote directly to the EVP (Exec Vice President) who knew me personally and requested him to intervene in the matter. I also explained that such situation encourage people to generate forged documents on behalf of company. He has now instructed HR dept to issue the letter. After one month of fight, I should hopefully get the letter.. only thing i am worried is timing.. I am getting my IELTS result on 4-Jul and i want to apply within this week.

I am applying for 0113 (Purchasing Manager).. I pray that overall cap of 25,000 remains open for another 10 days..
 
Still waiting for anything to here from CIC. My application reached at CIC on 16th May 2014. I applied for FSW in Electrical & Electronic Engineer category. Any update Folks??

The rule means applicant are eligible for additional 4 points if you meet the minimum listed scores.
Because of the ambiguos nature of this hotly contested 2nd language 4 point,I always advice applicants not to rely on this to meet 67points.....BUT I'M SURE MY EXPLANATION IS RIGHT/CORRECT until I see a verifiable source of different opinion.

Not confused......I tried to interpret the scores of the 2nd official language for you as shown in the link.
CIC needs to swap the scores of the 2nd portion of the IELTS and TEF test in other for them to legally interpret them as 2nd official language.
Some of us try to comprehend English in its true representations...no offence to you while some interpret it literally.
I think its fair enough not to drag this as everybody will always feel they are correct in their interpretation.....any applicants that hope on the additional four points in both arguments as an assurance to make 67points does that at their own risk.
Applicants.....stay clear of this "4 points" because its a BLACK BOX.

For 16th May, I think you have to wait for another 4-5 weeks. CIO is still working on 7th May.

Dont Worry about overall cap filling. FYI received application in total are approx 500. still ling way to go 25000
