As per renowned immigrant lawyer, David Cohen, Last date of current immigration procedure (FSW 2014) is 31st December 2014.

That's his interpretation and may actually happen if new ministerial instructions are issued to cut short FSW2014. But till the time such a thing doesn't happen, FSW2014 will continue upto April 30th 2015.

Dear Seniors....Need your advise...
As posted before, I have recd a confirmation from my bank on DD encashment (for my Aug 8 application NOC2132)....hope this is a sign that PER will happen soon...
My son is currently studying in US and turned 18 when he joined the univ. Should I take pro-active steps in applying for FBI PCC for him even before receiving PER mail....I hear from this forum that FBI PCC takes atleast 4 months on an average....
It will be of great help if someone can advise...

6 months if nothing specifically mentioned. Any cross border Canada DD has a validity of 6 months unless specifically mentioned otherwise.

2. Since my ECAS status is still NOT updated with second line stating "We started processing your application...." would it wise to still send the documents proactively to NDVO. I do have an email response to my query saying that my file was transferred to NDVO.

Yes, I mentioned that in my view, Sept applicants should feel safe.
I wasn't sure whether your app was Sept or Nov due to different date formats used by people; DD/MM/YY and MM/DD/YY

Today I received the Medical request email.
PhD stream applicant, Vo: Sydney.
App received on July 3.
DD encashed: Oct 20.
PER: OCT 28.
RPRF and Med request: Nov. 22
I updated the FSW 2014spreadsheet.

Please let me know how much I should pay in Canada for the medical test?

Sending original, copy or not sending it all is all the same. If the doctor uploaded your results - you are perfectly good.
