Well, he will check your duties & responsibilities for all the experience letters (which mentions your duties) against 2171. If he is not satisfied that any of these (where u have worked for more than 1 yr) falls under 2171. Then yes, i am sorry to tell you, your application will be rejected (if he is 101% sure, in case of doubt you will be called for interview).
There is no such thing as alternate NOC. Although, i know one case in early 2000s, where during the interview, the interviewer changed the NOC (at that time there was no eligible NOC list but different points for different NOCs).
If you are more confident that your duties fall under 2173, why dont you apply under the same as it is also eligible NOC. I don't think cap has been reached yet (based on enteries in the list, which represents atleast 15% based on previous year record but could be different this year).
