Rather than taking the highest, if CIO select the lowest score of the twos?
No, it is not acceptable. CLB denotes to only one exam and not multiple. If this were accepted, people may submit four IELTS results with 4 highest point in each modules.

I have come across a very interesting question by one of my friend (not part of this forum so far)
He had taken IELTS and was not eligible because he scored 5.5 in writing. He took IELTS again, this time he scored 6.5 in writing but 5.5 in lisening.
Is there any chance that he can use both his results to apply ? I did not find any relevant positive or negative info on CIC. Kindly give your opinion.
