In My opinion, your work experience combined with your 21 points qualify you for applying. Here is the reasoning:
1. http://www.cic.gc.ca/english/immigrate/skilled/factor-experience.asp : Categorically only refers to the experience matching the duties as listed in the NOC and not the employment requirements. There is no reference made to the edu qualifications being in line with the NOC related employment requirements. NOC database is used for a wide variety of purposes and the employment criteria serve another purpose.
2. Even the NOC 0112, when it elaborates the employment requirements, states a) Bachelor degree, MBA OR a Professional development program in IR or Personnel mgmt. It leaves room for ambiguity calling for any program, not necessarily a degree. I believe any HR certification also qualifies, as long as you get the 21 points per larger eligibility criteria.
3. NOC 0112 also in the employment criteria, goes on to ask for several years of experience of relevant experience. An experienced consultant tells me that he has himself processed successfully many candidates who had relevant experience but an un-matching recognized degree like B.Com etc.
You must apply because if they start rejecting also based on the employment education criteria, then believe me, there a lot of people in trouble.
