While I cannot help you, you seem to have got that sentence from the WES website not the CIC, so I think most people here may not be able to help you. I think it would be better to contact WES with your question, because most of us are not from Romania.
In my humble opinion, I think the WES is referring to the certification provided under the Hague Convention. While Canada is not a member, WES values that certification. For the Canadian immigration process, whatever the WES says, they accept. So I say, go ahead and get the apostille by the CNRED.
