2174 -- Pessimistic estimate from SS says "Cap became full on 8/20/2014?" The above is what the SS says for pessimistic estimate for 2174 cap getting full. And it actually reached the 1,000 cap with just the June applications? So the SS estimates are not even close. Doesn't look good for 2171...
