I was on the same boat. Took 3 tests and always end up with 6.5 on one or another for writing and speaking.
For Express Entry, as long as if you have high score in total combining other factors, I hope it would be fine. I did apply for FSW14 but just trying my luck as this is the first time I am applying. Lets see what we will get with EE. Anyway, it is just 2 more months to go.

Of course, without points for language it is very difficult to reach the minimum pass mark unless you have a job offer or you have work/study experience in Australia.
My score is similar to yours (S 6.5, L 8.5, R 7.0, W 7.0), so i face the same problem, but i still keep my hopes up for FSW.
