OK. Let me clear the confusion:
01. My application was received by CIO on 6 June 2013 (as per DHL proof of delivery)
02. My CC was charged on 20 August 2013 (I got sms from my bank)
03. I got my UCI number from CIC over the phone on 26 August 2013.
04. On 31 August I was able to login to ECAS. It showed: "In Process". On clicking "In Process", it showed: "We received your application for permanent residence on June 6, 2013."
05. On 4 September 2013, I sent an email to CIO for status check.
06. On 29 September 2013, i got a reply from CIO regarding my email. It mentioned my application number as E000XXXXXX. It said that my file is currently awaiting review by an officer. The email was signed off by "JT, Client Service Unit, CIO, Sydney, NS, Canada."
07. On 12 October 2013, I logged in ECAS in the morning and it only said like before: "In Process".
08. On 12 October 2013, I logged in ECAS in the evening and it said: "DECISION MADE". When I clicked on this, it had three lines inside:
We received your application for permanent residence on June 6, 2013.
We started processing your application on October 9, 2013.
A decision has been made on your application. The office will contact you concerning this decision.
