2) CIC is changing the rules for citizenship applicants because of numerous cases like this one where people don't stay in Canada and leave for US or other parts of the planet post their PR / Citizenship etc. As I see this, his name would appear more as a liability to your application than an asset (although technically you should get additional points for adjustability). They may view you as someone who might not stay here for long either.
Just because CIC's process is not 100% transparent I would refrain from using the name of such a relative, if I had one. No offence to him though, I am sure he is a great person!! Good luck!!
