if they would consider fcfs, look at the time 10:19 am, which application will have priority to be picked up first ? Why did cic instructed in checklist to put the barcode page on top of application ? why 7th may applicants are not charged in order of time recieved ?? these are open questions and answer lies with cic, i am just trying if our hypothesis is right .
Noone here believes or is arguing that the time stamp mean anything. All I am saying is, the FCFS is based on the DATE the application is received. Within the same day, it's random. The UCI number is likely given BEFORE charging CC/DD since even returned applications have them. So UCI number must be assigned at the BEGINNING of the initial review process, which is why CC/DD charges correlate with the UCI number.
So, knowing the UCI number is useless given that it is generated as a part of the process and thus, does not have any predictive power. Think of it this way, they take out application packets randomly from a shelf designated for 7th May (for example). But the packet that they do pick out randomly are now given UCI number, which is not random and are in a sequence.
To be useful and predictive, we would have to have a priori information that we can track. And right now, the only priori information that we can track and that has predictive value is the date of receipt.
