Your CC charge was tried twice within a short span of time. To my mind, this should count as one attempt, if they are issued guidelines to make 3 attempts atleast. I have noticed CIC trying three times with each attempt separated exactly by 7 days. So, keep hope. Second: Reply back to the email...
