Can a person who is studying in Quebec apply in this program if he has all the necessary skills and experience ? Is their any need of some document/letter to tell intention of not staying in Quebec but of living in Canada ?

Hi, you can apply for FSW regardless of wether you are in Quebec or other parts of Canada. Quebec is in Canada but they maintain their own immigration system. You are allowed to apply to multiple immigration programs so this means you can apply to Quebec and also apply to CIC through FSW. If you are successful in both, the choice is yours on where to settle.

1) Your friend should write down the full names of his/her father and mother.Both of their status are not required here.
Their status is required/requested on form IMM 5669....he/she should fill their status there.

2)The affidavit and photocopy of the newspaper is enough.he may also just include a cover letter to explain it further.

In the form IMM5406E "Additional Family Information" there is a column called "Marital Status" against Mother and Father as well. If the father has expired what should be written in this column against their names?
In the form IMM5669E there is a column for date of death, thats clear need to be filled in this case, my question is for form IMM5406E
