Yes, Indirect submission section can be left blank in case you yourself planning to submit and collect the passport.
Biometrics are NA for prtd applicants.

Which one is your VFS? I guess, right now only Delhi VFS accepts passport by courier as mentioned in CIC website. Other VFS Centers in India don't yet accept passport by courier.

In BC, if you can show no claim certificate from your insurance company ( of your home country) then you get 5% discount for each year - max 40%. This is what I was told by an ICBC agent.
You may also try Burnaby where the rent is slightly cheaper than Vancouver. Though it's far from downtown, if you have car or you are fine with skytrain, the distance should not be an issue.
