But as what I have read from this forum, they made the second charge with a span of days or a week. But in my case, its been two weeks already and they didnt charge again. What do you think is wrong? Need some help!

Many people have reported a second and a third attempt to charge their credit card if the previous one did not get through. In your situation no idea why CIO is taking so long to make a new attempt. I can only advice you to wait a little bit more. The waiting must be killing you but you have no other option.

Could be both. It is usually before MR, but there was an applicant whose employer was contacted by VO after medicals were already submitted.

Usually before MR but they don't do that for every applicant. Only the ones that shows irregularities on their documents or some people randomly selected.

Thanks so much for your reply, but I am looking for any link or reference where it confirms that we can get medicals from a different country than the country of our visa office where application is currently dealt,

and does it make any difference or is it accepted as per CIC guidelines to have different family members to have examination at different countries? experts please help

Anyway, the concept is simple: it's not the local VO of doctor that makes a decision. You should find a eMedical center and they will send your data to Canada. The CIO will then decide.
