In japan, people get birth certificate from hospital after they were born. By submitting this paper to the city, he/she will be registered in the Koseki Tohon. The Koseki Tohon /Kaiseigen Koseki Tohon is/are equivalent to the so called 'birth certificate ' in other countries.

i am facing the same problem. i got SA today for my dependent child.
from what i read in the pdf file, they said that they will send the instruction within 5 business days.
i will check mycic account tomorrow again. they will probably run batch at night.
To clarify you, i have moved to Canada permanently at the beginning of this year. Otherwise, I can't sponsor the child. my family is still in my home country . Once the baby gets PR, they will move here.

I think you(or your friend in the country) could ask the regional authority(place where you registered your marriage) to reissue the certifed copy because they have all your info there. It's hard to get them to reissue the new original copy.
from what i read in the japanese forum, it's about 3-6 months.
i think it depends on how fast you send your police certificate to them.
mine was about 2.5 months(federal skilled worker).
