They simply mean that they won't pick and choose applications received before Jan 1st for processing as their intent here is to discourage people from sending duplicate application (it seems they have been getting a lot of duplicate applications lately).
They could easily mean ALL application BEFORE Jan 1st will be processed under current guidelines while only SOME applications after Jan 1st will be processed under current guidelines. I don't understand why people are making a big deal about this statement. If one avoids over-interpretation, and keeps the context in mind, it tells nothing about when the current FSWP will end.
