If you have been following this thread from a long time you must have gone through several humble requests from various applicants to register on the sheet. Each one of us here add up to an extra percentage of accuracy to our self-maintained sheet.
2174 is caped-out so sorry dear. But this is not the end; there are other ways to enter into Canada. For now you can start pursuing them in parallel.
Sharing your information is at your sole discretion but as I said each one of us contribute towards an extra % of accuracy.

PER was just pre-lim positive determination of your application which indicates your application can be forwarded to the next stage i.e, Visa Office. Visa officer himself is powerful and can exercise his jurisdiction upon file it's handling under the set guidelines. In short, a thorough evaluation of the file is to be done by VO even after CIO gave a PER. God forbid, if their is problem with the application, it can still be rejected at a later stage.
