That's my guess too. How can I ask them to send my file back? I emailed a month back asking the status of my application, still no reply. If there's any format or form that I can use to withdraw my application kindly let me know. Or shall I let my file be there and apply next year with copies...

Is there any other number to contact CIO to get the status of your application. I tried once more today and the agent said that he doesn't have access to the system and this number is of the Visa office. I should contact CIO directly and the only way to do that is through email. Guys please let...

I called so many times and just once I was able to speak to the agent, in that too the lady wasn't able to help me in giving any information, otherwise was getting disconnected due to high volumes of calls today :(
