I am the one case you are referring. I dont think it is a mistake on the officer's part as my consulting agent informed them of the delay. My passport request came as early as October but since I still have to request the FBI clearance, my consulting agent sent them notice of the possible delay due to the FBI Clearance.
In December, I got a notice through my agent that they are now requiring my passport and submit without fail. We complied to submit. All documents have been sent through the consulting agent.
So saying that it was a mistake is not a fair statement because we do not know what had transpired or if my FBI clearance has been submitted at a later part. Besides that, I did not only submit State PCC, I also submitted from other countries. Which may have shown that I have no criminal records and that I am of good standing.. FYI as well.. I have been in and out of Canada... Have renewed my tourist visa a couple of times as well.. So I guess... it was not a mistake
