Don't forget there are PNP granted every single day, pretty much. So, unless the selection cycle is shortened, I don't think the minimum CRS points will go down below 480. it has always been like that. And the amount of 600+ candidates (both job offers and PNP) has always been relatively low, and now OINP is suspended too. The govt official in that video said that they are also processing the remaining candidates from before the EE times... You can check the 2015 year end report. There are only around 4000 provincial nominations issued to EE applicants last year. I suppose as the pre-EE applicants are going to be fewer this year, hence there will be more provincial nominations getting into the EE system, hence pulling up the minimum score. Idea: we can set up betting system to bet on the next draw minimum score bands!
Ontario stopped sending invitations and receiving applications. That means they reached their quota of applications for this year. That doesn't mean they sent out all the PNP's, they are still in process and will take time.
