Ever since i saw this video i cried atleast 3 times ! myself and many others are desperately waiting for that score drop moment to come ! i really hope this happens atleast even after when i leave on 28th

They mean the basic scores in this range (out of 600 points), not overall scores (out of 1200). Everyone has a basic score out of 600, whether they get a provincial nomination / Canadian job offer or not. It's a means of pacifying applicants without being untrue, something like pricing a product at $99 instead of $100 to make the price seem lesser.

Chap in the video claims that scores will drop below 400 October onwards, with 2000+ invitations. How likely is this? I've currently got 441 points and trying to increase this to 474 by getting an another qualification assessed.

I also think that there should be a significant bonus for an IELTS 9 English score (native English speakers) with a decent French score- far more likely to fit in.

They mean the basic scores will drop below 400 (out of 600 points), not overall scores (out of 1200). Everyone has a basic score out of 600, whether they get a provincial nomination / Canadian job offer or not. Actually, I'm not sure I understand your idea. Pretty much everyone with any basic score gets admitted once they get the job offer and thus +600 points. Therefore I'm inclined to believe that what they meant is that the minimum scores will drop lower. Not sure if lower than 400, but I hope, at least, to where they were before :)
 
The CIC official in the video talks about the scoring coming down to 400 CRS points in Oct/Nov. 2016.
There were already 13k or more applicants only within 400 to 449 points in the first week of Jan 2016. This number is always increasing week by week.
So how can we believe that the cut-off score will fall down so low till 400.

Moreover, how will PNPs like OINP sustain if an applicant at 400 points gets direct ITA?? They will not have any applicants through Human Capital priorities stream.

I,ll just advise you to go ahead to do what you have to do to improve your score.
dont wait or depend on all of this cock and boo stories...some people have been in 450 since last year hoping at least it would come down to that..but it didnt.

I think 34th draw will be back to 460-480 range. With previous one only had 799 its's the crs score was high. Now that all of them until 534 has got a ita its turn for ppl with lesser score. Quite hopeful crs will come down to 475 this upcoming draw. And eventually will come down to 450 in 2 months. Regards. :) :)
