As a Canadian, you can stay out of Canada as long as you like. You will not lose your citizenship over it. Yes you can renew your passport overseas. You would have to contact your nearest Canadian Consulate/Embassy.

I called a few days ago for some address related query and they told me that the 4/6 year rule will be applied only from 19 June 2015. Atleast thats what they have been told.

Now its up to us to get all anxious about early surprises. Not that CIC doesn't do last minute implementations without any warnings. They have in fact consistently done such things.

And the probables are too many anyways even if you apply today. Say applicants from Western provinces don't bother about this 3/4 or 4/6 at all as it takes 2 to 3 years for normal applicants anyways.
And there are applications that simply got lost and been told to reapply after 6 months or simply one gets an RQ for quality assurance purpose.

And the only advantage as of now is that the intent to reside is yet to be enforced "legally" which means if you get to go somewhere for job and the Judge denies you, you can go to court and win it as per current rules. Someone from Montreal did last month. But his application took more than 3 years. Thats the price he was ready to pay to duke it out with such illegal enforcements under current rules. But he can't win the same case if he had applied post June 2015.

I would advice... Don't trust 100% what the call agents are saying not only about the cut off date, but in general.

Personally from my experience I think that most of them don't have a deep level of access to the information that we need.

From my research it seems that the cut off date will be determinant by the major event ... The federal elections. Or with other words the cut off date is expected to be in the second half of 2015.

If the cut off date is ready than they will publish it officially maybe at the very last moment or a little bit after the actual cut off date . Post factum.

So nothing official yet.

So they are not taking into account any days worked on work-permit any more/or when the bill takes effect .. correct ..?
That was the worst thing they did, in my opinion .. after working so hard, paying taxes, and assimilating in the culture here .. finally they treat us like we didn't exist before PR was granted ..
Sometimes I wonder ..is it even worth it all ..

I'm on the same boat as you're but the thing if you apply before the 4/6 provision will come in effect you're still eligible to count that days before becoming PR but once the Bill C-24 and rest of it's provisions become law then obviously you have to wait until your 4th year anniversary while residing in Canada as a PR.
Furthermore, I can see form your timeline, you're still not a PR there's no point for your count your pre-PR days in your citizenship application, I'm not discouraging but this is a fact. So, keep contributing and stay content.

Ya, sorry I haven't updated my timeline yet, I just became a PR last Saturday ..landed and all .. just waiting for the PR card now .. so for me, there's no way I can apply before it takes effect ..
Using that online calculator .. and how they currently count 1/2 a day for every full day on work permit ..
I get about 410 days of residency done .. need a lot more .. :'(

Whoever can apply before that effective date .. I say go for it .. you're lucky to squeeze in ..

I'm not sure when the rest of provisions of C-24 will come in effect, I just got a reply from my MP (Conservative):

Unfortunately, all of our efforts to improve the citizenship process and strengthen the integrity of Canadians citizenship have not been supported by the NDP and Liberals who have no plan to improve the process and choose to fear monger and spread lies instead.
This Act will help streamline applicants it is expected that by 2015–2016,


So, there's a very good chance and as per prediction of MUFC this will delayed to the second half of 2015, let's see, we can only wait and watch this turning table game.

There are good odds that the Conservatives will not win the next election, albeit their chances are still too good to feel comfortable about things, and the Liberals appear to be the party which, most likely, will form the next government (may require a minority government with NDP support). I prefer the NDP, but other than the surge in support for the NDP in the last election, it appears Canada's government is mostly about the Liberals and the Conservatives.

But there is virtually no chance that either the Liberals or NDP will make major changes to the Citizenship Act in the nature of repealing current law (Bill C-24 is the current law, even though portions of it are not scheduled to come into force as yet). No near future government is going to go after the revocation provisions for convicted terrorism, for example. (The courts may, however, have something to say about the validity of this provision.) It is highly unlikely that any near future government is going to step back the longer presence in Canada requirement.

The 4/6 provisions will take effect and will be the requirement for a grant of Canadian citizenship for a long while to come. That's the way it is.

And while we still do not know when these provisions will come into force, it is almost certain it will be by early Fall 2015, and more likely late summer at most. My personal guess (emphasis on guess) is by July 1 and possibly a month or two before that.

Agreed. It's too much of a hot potato for a new government (if a new government is formed) to give the necessary push to try to repeal it. They will leave it alone.

Politics is a funny game. Even if the opposition is opposing the current bill as formulated, it won't go after it and repeal it, because it sets the wrong precedent. If and when they (liberals & NDP) come to power, they will simply let the court challenges to decide the course on the law.

Only in the circumstance that the courts send the law for another set of parliamentary review/revision, then the liberals/NDP may involve themselves to do anything on it.

New governments are usually busy working on campaign promises, and this will be on the back burner for them.

Another update on court challenges, BC Civil liberties association informed to a query that they will surely be in courts challenging the bill c24 on charter mobility rights, but that will come next year.
