There are good odds that the Conservatives will not win the next election, albeit their chances are still too good to feel comfortable about things, and the Liberals appear to be the party which, most likely, will form the next government (may require a minority government with NDP support). I prefer the NDP, but other than the surge in support for the NDP in the last election, it appears Canada's government is mostly about the Liberals and the Conservatives.
But there is virtually
no chance that either the Liberals or NDP will make major changes to the
Citizenship Act in the nature of repealing current law (Bill C-24 is the current law, even though portions of it are not scheduled to come into force as yet). No near future government is going to go after the revocation provisions for convicted terrorism, for example. (The courts may, however, have something to say about the validity of this provision.) It is highly unlikely that any near future government is going to step back the longer presence in Canada requirement.
The 4/6 provisions will take effect and will be the requirement for a grant of Canadian citizenship for a long while to come. That's the way it is.
And while we still do not know when these provisions will come into force, it is almost certain it will be by early Fall 2015, and more likely late summer at most. My personal guess (emphasis on
guess) is by July 1 and possibly a month or two before that.
