The rules will not stay the same, as the bill has been passed and has become law. The only thing that remains is the actual implementation date for the selected portions of the Bill that are not yet effective. The government has repeatedly said that these will be effective by this summer. You need to have 1095 physical presence in Canada in order to qualify for citizenship under the 3/4 rule. The only reason these people go to citizenship judge is if they submitted their application when qualified at 1095 physical presence days and it turned out after the fact that you were short a couple of days. That is somewhat true, although the Minister (who probably knows more than any of us) has said that it will be this summer. Dude you can apply while only Citizenship judge can determine your case to be Yes or No. Say you have 1095 days of basic residence but travelled out of Canada for 5days maybe vacation or work, this means you have 1090 days of physical presence and 1095 of basic residence.
