As per @skvach who tracks file number : -
- The file number in sent the PDF enclosed to your AOR. It looks like XHSW-160XXYY.
The XX position, enlighten us about the remaining quota for 2016.
- Actually, 160 means 2016 quota that started in Nov 2015, so all applications since then were given 160XXYY file numbers.
- The quota for 2016 was announced last November = 5500 for ALL streams. Out of this the EE quota for 2016 is around 2700.
- according to file numbers they received around 1400 complete applications in November as a part of 2016 quota and between June and November 2015 around 3000 AORs were issued. (2015 quota)

Other Observations :-
- File Number is generated when ONIP encash your draft or work on your file and not when they actually send out your AOR.
Usually OINP works sequentially but in few cases some applications get picked out-of-turn also.
- Actually the quota for 2016 is 5400 so file numbers will be from 0-5400. EE quota is just 2700 but FileNumber reflect all AORs (EE & non-EE) that OINP is sending out
- People got AOR on June 20th with file # 270X range, on 28-June the File Number was in 29XX range. So in span of 7-8 days they sent 250 AORs
