So still the question of the ECAS was not answered.
So I am still sort of in the dark on this application. I wanted to find out if this is normal procedure (transfer from Ottawa to LA), and if it is, how long does it take to get to the stage of PPR? Also does this mean interview has been waived?

Ugh! Not having my ECAS working is not kool at all!!
I am assuming you are an applicanty from the US, but if you are not, if your full name uses both your father's and mother's maiden name, try using that. In our experiance that worked. Also, in our experience the application number never worked, we had to have either UCI for ECAS to work.

Wondering if anyone can advise the best way to renew a US passport from Canada. I am landing the first week of April, My US passport expires in September. Will they mail a passport out of country? For some reason I thought they wouldn't. how does that work?
Congrats to all moving forward. Can't wait to get my feet on the ground and running.

Sort of makes you think that they don't actually look at what you include in the applications, doesn't it? "Oh, you included that already? Never mind..."

You can just mail it in.

Note: American Citizens living in Canada are eligible for passport renewal by mail. The DS-82 form is not correct where it states that passports may be renewed by mail only if the applicant is using a U.S. mailing address. In fact, an exception is made for residents of Canada.

Personally, I hire a passport service to do this for me (I make the company pay for it, though :) ) - I send my passport, they get it renewed, they send it back. It takes 48 hours.

You can mail it in, since you're in Canada:

    U.S. citizens residing abroad [b](except those living in Canada)[/b] should renew their passports at the nearest U.S. Embassy or U.S. Consulate.

yes, this seems to add to the theory that there is no "wrong answer".....

I used an online passport service few years back and they mailed it

BTW, if you plan to travel to the US, you can get same day service (since you'll be traveling abroad soon again) if you'll be at a city with a Passport Agency - the list is available at http://travel.state.gov/passport/npic/agencies/agencies_913.html (you do need to pay an expedite fee, though.

Also, consider requesting a passport card simultaneously (gives you backup ID you can use at a land border if you don't have your passport available).
