Yes, I wrote a cover letter and attached the below:

1. a Fee payment receipts – fee for extension of open work permit and fee for open work permit holder fee.
2. a Document Checklist (IMM 5556)
3. a Application Form to change Conditions, Extend my stay or Remain in Canada as a worker (IMM 5710)
4. Copies of pages from my Passport.
5. Copy of my current work permit
6. Copy of Email correspondence of acknowledgement of receipt of permanent residency.
7. Letter from Employer for extension of employment.

since this was an open work permit, why would you attach an employment letter ?

It is just an additional document but that shouldnt cause rejection right?
All other documents are what asked for and I am shocked, why was it rejected.

Why is CIC putting people in trouble unnecessarily.
Now I have to Leave Canada abruptly, what will I do to my apartment lease, my car my belongings :-(

there should be a way out - you can apply for other permits or re-appeal this case.

so that is the only one line for rejection reason ? do you mind giving some more details ? like hide out your personal info and paste the rejection letter, if possible.

did you apply paper based or online ?

It makes no sense!
I am sure CIC officer made a mistake.
I am pretty sure they will approve it again if you appeal.

It stated

"As a foreign national in Canada you are not eligible to apply document of this type until you receive confirmation that your application for permanent residency is approved in principle."

Guys, Can you plz suggest If I have any other options to appeal or question this decision.

This is outrageous. Just WTF is the CIC so called "approved in principle"??? It's not even a term defined by CIC on website. Seems like they want everyone to apply with LMIA or gtfo.
Whatever the changes in AOR rule really is, it's very safe to say this change is NOT for applicants to get BOWP easier.

Isn't there any option to appeal this case within 90 days or something like that? Why do you have to leave canada if you have a PR application in progress?
The worst is you can't work in canada until you get your PR approved. Correct me if I am wrong...

Guys I just share my situation my BOWP was refused last December 3. I apply last Aug. 11 using AOR. The reason was notice of receipt of APR does not constitute Acknowledgement of Reciept because application was still prospective.. What makes me disappointed was they just refused my BOWP without opening my file. I didn't get any update about my application since AOR. Almost 4 months no update at all even medical passed. I can't view also my e-CAS. Very frustrating because we have no more status. We have a new baby and we have no more source of income. We don't have any back up plan coz we are very confident that AOR is enough.. Before my work permit expire my employer apply me for LMIA but he cancel the application when we apply the BOWP coz he is confident also that our application will approved. And now we are planning for next possible step if we apply for LMIA again.

HI, my BOWP got refused as well :-( What is your next step ? Is there any way to challenge the decision ?

That is the only reason for refusal.
I also have to leave Canada as I was on a implied status.

honestly, i don't even understand what do they mean by "until you receive confirmation that your application for permanent residency is approved in principle."

are they referring to eligibility passed in GCMS ?

what does your eligibility says in your GCMS?

is this question for me or the other person ? well for me, i think it is blank. i checked my gcms last in September and it was blank. m a mid-august 2014 applicant.

So basically is cic saying you are not eligible for BOWP until your permanent residency is finalized?? In which case there is no point in having a BOWP? I am so confused.
