No mystery here. See http://www.parl.gc.ca/LegisInfo/BillDetails.aspx?Language=E&Mode=1&Bill=C24&Parl=41&Ses=2 for a synopsis of the status of this bill.

The issue is that it might come into force as soon as it gets Royal Assent.

It wont come into force as soon as it gets Royal Assent .. how do you know this will happen? It says clearly in the Bill it will not come into force upon Royal Assent! It will on a day decided by the council.

My 2 cents

Maybe they want to start by giving officers the power to make final decisions (which will apply to current files in process) ASAP so that they could start reducing the backlog in a significant way once the bill becomes law.

Why should that "day" not be the day after Royal Assent? Where is the block to this?

The Block to this .. that this have never ever happend to any Bill before .. Either the Bill come into force on the day of Royal Assent (The Bill should clearly mention that) or on a Day decided by the council.

This "Day Decided by the council" was never the next day! This will be completely stupid and insane. I checked tens of bills and compared Royal Assent time to come into force time .. the minimum I found was 4 months.

Find me something that came into force in matter of days so I can believe it .. (Other than the ones that is already decided to come into force upon Royal Assent)

Just because something has not happened in the past, it's not a block to it happening this time. Has a Bill like C-24 ever passed through the houses so quickly?

I was trying to think of the rationale behind passing the bill before or on Canada. The only logic to passing the bill in such a haste is the section of the bill that addresses lost Canadians. My suspicion is that the government has identified and notified some lost Canadians they intend to give citizenship on Canada day. It's good publicity for the bill and also a good platform to launch a political campaign for the CONS.

Do you know this far a fact, and how did you get the information that some Lost Canadians have been informed?

Yes Many Bills Did. It is not a game here .. it is a common practice to give sometime to the new Law for Preparation .. it will be a joke if they appiled it 1 or 2 days after and this will go all over the media.

People are already frustrated from some clauses in the Bill.

There is Report Presentation Followed by Third Reading then Royal Assent.

Today there is nothing scheduled for Bill C-24.

The Bill will pass before the end of next week for sure.

One day to rest

My two cents is that after Royal Assent a future date will be set to stop applications in the current process. This is mainly to allow training time for the CO's and also call center representatives. This will take at least 3 months
