I am not sure about UPS, have you spoken to them about their service when it will be delivered if you submit it, and do they have the expedite express next day guarantee delivery?

now i am praying it wont receive royal assent on the 20th or its all over.

have you check next AM delivery from all big couriers? See which one can deliver your package next day on Thursday.

Do you have any data about this: do they ask for RQ for everyone who apply less than 1095 days of physical residency? My residency requirement would be completed by September 2014. But because I have work-related absences I meet the physical residency conditions only by March 2015. If the law does not get into effect by September, I plan to apply anyways. March would be too late. Do they take into account whether the absences are work-related or not?

Man what really matters is .. if the Bill was challenged in the Supreme court .. will this stop it from coming into force .. or it will come into force regardless and then later on reverse (If the challenge worked)? (The Question what happens in the mean time will it go through now anyways or it will go on hold)

The bill needs to be implemented before it can be challenged.

The Question is if it was challenged .. is it still going to come into force during the time the supreme court review the case? or is it gonna be pending or frozen.

I would have thought it very unlikely that a court would suspend an act before any successful constitutional challenge and then its likely that only part of the act would be affected..

if the bill is passed before summer break and CIC may take time to implement. Can they paused the new applications for citizenship till CIC will be ready infrastructure wise to accept the application as per new law ?

While it is true that CIC may need time to make necessary arrangements to implement new law, it is also important to notice that with the 3 of 4 years clause extending to 4 of 6 years, and no credit for Pre-PR time spent, there will be immediate drop in the new citizenship applications being received by CIC (at least by 90% due to the new eligibility criteria). This will defuse the current pressure on CIC and give them an advantage to make necessary changes comfortably in very short time.
