I am wondering who has the power for Royal assent? R they any specific government group? Cause if it is cons, the outcome wouldn't be very optimistic!

Man Royal Assent is given by the Governor General of Canada (The Queen Representative in Canada) .. it is more like an honoury position.

He doesn't have an actual power .. the Parliament do whatever they want ... except in very rare circumstances he can stop Bills

Existing applications to C-24 Section 31:

31. (1) Subject to subsections (2) and (3), an application that was made under subsection 5(1), (2), or (5), 5.1(1), (2) or (3), 9(1) or 11(1) of the Citizenship Act before the day on which subsection 3(7) comes into force and was not finally disposed of before that day is to be dealt with and disposed of in accord­ance with
(a) the provisions of that Act — except section 3, subsection 5(4), sections 5.1 and 14 and paragraph 22(1)(f) — as they read immediately before that day; and
(b) the following provisions of that Act as they read on that day:
(i) section 3,
(ii) paragraph 5(2)(b) and subsection 5(4),
(iii) section 5.1 other than paragraph (1)(c.1),
(iv) sections 13.1 to 14, and
(v) paragraphs 22(1)(a.1), (a.2), (b.1), (e.1), (e.2) and (f) and subsections 22(1.1), (3) and (4).

Section 5, clause 3 refers to citizenship days requirements. Technically that would be 5.0(3) (I think). I don't see it listed there, so it doesn't come into force upon Royal Assent. It comes into effect on a date to be decided by the incompetent government.

I am not Lawyer, but for my understanding, everyone is applying under the old (as of today) citizenship act 5. (1). So it should be "dealt with and disposed of in accord­ance with (a) the provisions of that Act as they read immediately before that day". My understanding "as they read immediately before that day" mean old act. Correct me if I am wrong

I have to acknowledge that, the Canadian governments were so generous and very flexible with giving their citizenship to new immigrants who unfortunately misused or abused this generosity, many cheated the system, many falsified their documents, many used canada as a big hotel, they come and take citizenship and leave canada for permanent jobs in the Arab gulf, those people were very selfish and they led the current government to toughen the citizenship, while I do understand their intentions, I feel sad as bad people blocked us by making the government toughen its roles
