Man they can't .. they have to prepare the system for the new Changes .. Like New Forms , Online Calculator .. there are people who are preparing documents to apply .. they should give people proper notice. It is either a Bill coming into force on Royal Assent or on later date. This is clearly on Later date as it is mentioned in the Bill itself .. this Later date can't be 4 days after .. this will be stupid and ridiculous .. this doesn't even happen in 3rd world countries to happen this way here. So it won't

The government knows Canada day is a big platform and the announcement of the passing of the new bill will be done on July 1st. Imagine coming home after a day filled with love and patriotism for your country to the 7pm news which says the govt has made some great new changes to the Citizenship and Immigration Act. One of them being giving Citizenship back to the lost Canadian.
It is a political soundbite and maneuver. It wins hearts and votes.
I do not however think the Minister intends to enact all the parts of the bill on July 1st. Lost Canadians? Yes. Other sections? No.
So I believe there will be some time between when the bill is passed and when it will come into force for the residency requirement, intent to reside clause etc. These changes require training, change in processes etc.
I may be wrong, but this is my 2 cents.
