Yes the governor-in-council decides what date the bill will be come into effect. However, this does not happen until BOTH houses have passed the bill.

The Royal assent is simply the Governor General signing the bill on behalf of the Queen. It takes place during the governor-in-council meeting

You mean the bill will be voted for the third reading in " HoC " on Thursday ?

So if thats the case the Senate will finish all 3 readings and a report stage in just 4 business days (June 20th , 25th , 26th & 27th ) ??? It would be very disappointing if it happens like this :mad:

There will be a third reading today, they can not pass it right away? Why they need to wait until Thursday?
It seems that everything is pre-designed, why they bother to wait anyway...

Yup there must be a voting after 5 hours of debate so its very likely that the bill will be passed by HoC today .

I'm afraid I have to agree with the quoted statement from torontosm here. There's an analyst who has researched this issue quite extensively and has addressed it in another immigration forum. Basically, by looking at what courts have done in the past with immigration and citizenship cases, his findings are that in all the individual-action cases brought to court by CIC, there has been a basis of prior criminal conviction for fraud on the individual's record.

More to the point, we're talking about a person's intent here (rather than any particular deeds), and in all immigration/citizenship court cases to-date, no court has come close to even parsing the facts of the case, let alone the applicant's state of mind. There are many cases when the evidence clearly showed misrepresentation of facts by the applicant on the forms and the courts still refused to support an order of revocation of the immigration benefit (for a variety of technical reasons).

This is not to imply in any way that there can be no possible use of the intent-to-reside clause. Obviously there's no way for anyone to guarantee that. What I'm saying is that any intent-to-reside clause invocation case is bound to be a high-profile case, will be reviewed with a high standard of rigor (as the stakes are high for the individual involved), and it will almost certainly take at a minimum a criminal conviction for fraud of some sort before the federal courts will even agree to hear the Minister's case (not that this completely eliminates the discomfort felt by applicants).

There is no way in Hell this will pass by June 27th .. it didnt even pass the house of common yet and it still has to go though 3 Senate Reading and Commitee Reviews .. do you think the Canadian Parliament is a Joke? And even if it passed (Which is impossible in that short time left) .. the Law wont be effective immediately .

Definitely .. Some People here are not familiar with the Federal System and how Bills are passed in the Parliament.

I will explain this for the 100th time ..

First of all, there is no conspiracy against anyone, this Bill is like any other Bill, it has a certain procedure and it is being discussed with other Bills in Parallel, Like any other Bill .. there are people who support it and people who are against it.

Second of All, Today is Monday 16th of June .. The Bill is pending to pass Third reading from the House of Common ... There is only 7 Business days left for the Senate to pass this Bill Before Summer Break (Assuming it passed the reading Today), which seems to be impossible as there is 3 Readings left + Committee reviews.

Third, If that Impossible Scenario happened and the Senate passed the Bill in those 7 Business Days, The Law won't be effective immediately, and this is based on reviewing all Citizenship Bills since the Federation!!! 1947 Citizenship Bill had around 7-8 months period between Royal Assent and when the Law was effective, and last Bill in 2008 .. took a year time from (April 2008 until April 2009) between Royal Assent and the time the law was effective.

Based on those Facts .. Anyone who is eligible to apply in 2014 should relax and take it easy, People who are saying the Bill will become a Law before Canada Day (2014) are just having a bad dreams.

I don't know why many people concern about the effective date of the bill... The main concern is the bill it self ... changing from 3 to 4 years will affect people temporally ( you will wait more time to be citizen ) but the rest of the bill will change us permanently ( make us 2nd class citizen) even for people who applied before the bill.

Shaazdeh, you are looking at Committee meetings rather than HoC sittings. On the parliament's home page look at Chamber Business then In the House of Commons Chamber then Projected Order of Business

You'll see Bill C-24 on the agenda
