First of all i would like to congratulate those of you who finally received the golden emails.

I have a timeline between candude and canadian_leb, but my ecas still didn't change, it still says application received. I also emailed them a month ago requesting address change, and they still didn't change it :S

I have never requested csq notes because mp told my wife that if you do they will have to remove your file from the stack and then it will go out of order or they will get irritated or something like that :S

I have ordered 3 sets (4th on the way) of GMCS notes, and it didn't delay my app or irritate anyone as far as I know. :)

Quebec might have it's own department, I am not sure thaugh. Because on all the datasheets I have downloaded, there is three selections for destination (All destinations, Federal, Quebec)...
In case you are wondering what a datasheet is, it is a document made public that contains valuable information about the number of cases processed, how many months a certain percentage of application needed to be processed, etc... it is a very important tool to analyse what's going on!

They update those datasheets quarterly, and I am still waiting for the new update! By the way, the last processing times update is finally online! it was updated March 10, and it says 23 months for Beirut!
DONT PANIC! it reflects how long it took to process 80 percent of all cases between January 1, 2013 to December 31, 2013. and it seems that things are speeding up now, and as you can all see, the longest wait so far was 16 months (not even close to the 19 months that was published before any of us applied!).

I know some people took 2-3 years and did not got their visas yet, but all of those unlucky people applied for Damascus as Initial VO and got their files transferred to Beirut, I would even say that those backlogs are what affecting the published processing times!

After reviewing and comparing the number of applications pending, either waiting for a selection decision or final decision, the following applies to Sponsored spouses and partners with Beirut as VO and travelling to ALL destination:

As of April 9, 2013. There was 204 applications waiting for a selection decision. 244 waiting for a final decision (a total of 413)
As of October 8, 2013. There is 386 applications waiting for a selection decisions and only 73 waiting for a final decision (total of 459)

For those who live in Quebec, a selection decision is the CSQ. For the others, I guess selection decision is shortly after sponsorship approval and before file transfer to Beirut (If you failed the selection you would have been notified before transferring your file to Beirut). I am not sure of it, but what I am sure of is that Anyone who has application in process as ecase status DEFINITELY passed the selection decision phase!

What matters is that the number of applications waiting for final decision dropped from April to October by 70% and by the look of things, the guys in Beirut right now are unstoppable!

I hope we hear some good news for the rest of us over here :)

I am not sure about that, as I am not sure what "Selection Decision" exactly means... But those who have "Application is process" as status on ecas are definitely among those 73...
Keep in mind that this number might be higher or lower NOW, as it is the number since October, but the fact that there was 244 applications in April and only 74 in October is a very positive sign that things are moving pretty fast in Beirut!

I happen to ask my accountant the same exact question las week. No he does not! you are not considered common-law partner under the canadian law unless both of you have a Canadian SIN number.
