It depends where it says "decision made". There are 2 parts on ecas. The first one is under "sponsorship application", and decision made there means that you have been approved as a sponsor, and file transferred to New Delhi.
The second one is under "application for PR", and it usually says "application received", "in process" (when they start opening your file and looking at it), or "decision made". If it says "decision made" there, then your visa has either been approved (and no interview), and sent back to you, or denied. In both cases, they send you a letter - and your passport back, either with the COPR (confirmation of PR) + the visa so you can go to Canada, or the passport + the denial letter.
Now - you say you have had "decision made" for 2 months, if it's under the "sponsorship part", that's OK and you probably need to wait a little more. If it's under "application for PR", then you need to contact New Delhi VO as soon as possible as you should have heard back from them, and received your passport.
